This thread tracks, in order and with sources, the federal government’s campaign against transgender and LGBTQ+ Americans under the second Trump administration — the executive orders, funding threats, rule-makings, and erasures — presented chronologically so the pattern is visible on its own.
January 31, 2025
On the ground
On January 31, 2025, federal health agencies took down or altered a swath of web pages and datasets covering HIV, LGBTQ+ people and youth health, rushing to meet a 5 p.m. deadline set by a January 29 Office of Personnel Management memo ordering agencies to remove all outward-facing material that “promote[s] gender ideology.” Among the CDC pages pulled were resources on health disparities among LGBTQ+ youth and HIV among transgender people. Infectious-disease physicians warned the removals created a dangerous gap in public-health data.
February 5, 2025
On the ground
On February 5, 2025, Trump signed Executive Order 14201, “Keeping Men Out of Women’s Sports,” directing the government to rescind federal funding from any school — elementary through university — that lets transgender girls and women compete on female teams, and to prioritize Title IX enforcement against them. The NCAA complied the following day, February 6, restricting women’s college competition to athletes assigned female at birth, effective immediately.
February 21, 2025
On the ground
After Gov. Janet Mills told Trump “we’ll see you in court” at a February 21, 2025 White House event where he warned Maine to comply with his sports order “or you don’t get any federal funding,” the administration opened a cascade of probes and funding actions against the state. Agriculture Secretary Brooke Rollins froze money for a Maine child-nutrition program over disputed Title IX compliance. Maine sued the USDA and won: the administration agreed to release the funds, and the state dropped its suit.
March 19, 2025
On the ground
On March 19, 2025, the administration suspended roughly $175 million in federal funding to the University of Pennsylvania over its 2022 decision to let Lia Thomas, a transgender woman, compete on the women’s swim team. The frozen money covered research on hospital-acquired infections, antiviral drug screening, quantum computing and chemical-weapons defense. The funds were released on July 1, 2025 only after Penn agreed to bar transgender athletes from women’s teams and strip Thomas’s records from its books.

By May 2025 the retaliation campaign against Maine had spread well beyond schools and sports. U.S. Fish and Wildlife Service Regional Director Paul Souza notified Maine Department of Inland Fisheries and Wildlife Commissioner Judy Camuso that all federal grant funding to her agency would cease by May 15 unless it rescinded a hiring policy adopted in 2020 — one requiring that hiring panels be half women, with organizers making “every effort to include more women” where the panel had an odd number. Federal officials called the quota itself sex discrimination barred by Title IX. The department rescinded the policy within days. Nothing about the action concerned transgender athletes, school sports, or wildlife management; it was the same statute turned on a state agency that had no connection to the original dispute — a demonstration that once a state is targeted, any of its agencies can be reached.

Effective July 17, 2025, the Substance Abuse and Mental Health Services Administration ended the 988 Suicide & Crisis Lifeline’s dedicated “Press 3” service for LGBTQ+ young people, which had handled close to 1.3 million calls, texts and chats since its 2022 launch. SAMHSA said the congressionally directed funding had run out; the Trevor Project, which helped run the service, called the closure “devastating” and noted the equivalent service for veterans was kept.
August 8, 2025
On the ground
After Trump’s January 2025 executive order barring transgender troops — which the Supreme Court allowed to take effect in May — the Air Force in June sent early-retirement orders to transgender airmen with 15 to 18 years of service, then reversed course. On August 8, 2025 it confirmed it would deny those retirements and instead separate the airmen without benefits. One called it a “complete and utter betrayal”; 17 service members, led by retired Master Sgt. Logan Ireland, later sued over the revoked retirements.

On September 4, 2025, CNN and The Washington Post reported that senior Justice Department officials were considering using the department’s rulemaking authority to declare transgender people with gender dysphoria mentally unwell and therefore barred from owning firearms. The discussions, described as early-stage, followed a mass shooting at a Minneapolis Catholic school. Legal experts noted federal law generally requires a judicial finding of mental defect to strip gun rights, and the NRA said it would oppose any such “sweeping gun ban.”

As funding talks collapsed heading into the October 1, 2025 government shutdown, Republicans pressed a raft of anti-transgender provisions across the spending bills — a Pride-flag ban, military base bathroom bans, a TRICARE coverage ban for transgender dependents, and a rider to bar any federal funds for gender-affirming care at any age. Trump canceled a negotiating session and said he would not return until Democrats dropped what he called demands for “taxpayer-funded transgender surgery,” claiming they wanted “transgender operations for everybody.” The provisions were ultimately stripped from the final bills.

December 18, 2025

On December 18–19, 2025, Mehmet Oz’s Centers for Medicare & Medicaid Services, under HHS Secretary Robert F. Kennedy Jr., issued two proposed rules to bar Medicare and Medicaid reimbursement — and hospital participation altogether — for “sex-rejecting procedures” for minors, including puberty blockers, hormones and surgeries. Because Medicare and Medicaid account for roughly 45% of hospital revenue, one expert called the loss a “death sentence” for any hospital. Nineteen Democratic attorneys general and D.C. sued within days.
February 23, 2026

In February 2026, ICE deported Farah, a 21-year-old gay woman from Morocco, to Cameroon, where same-sex relationships are criminalized — three days before a scheduled release hearing. A U.S. immigration judge had granted her protection from being returned to Morocco because it would endanger her life; the administration used a third-country-deportation provision to send her to Cameroon instead, part of a wider program under which countries including Cameroon, Uganda, Rwanda and Ghana agreed to accept U.S. deportees.

On May 4, 2026, the Education Department’s Office for Civil Rights announced an investigation into Smith College, a women’s college that has admitted transgender women since 2015, arguing that Title IX’s single-sex exception “applies on the basis of biological sex difference, not subjective gender identity.” Smith had drawn the administration’s attention after awarding an honorary degree to Admiral Rachel Levine, a transgender former Biden health official. Students covered the campus in chalk messages — “Trans people belong at Smith” — and observers warned the probe could sweep in Mount Holyoke and Wellesley.
July 13, 2026

On July 13, 2026, HHS abandoned its most sweeping effort against gender-affirming care for youth, shelving the CMS rule that would have cut off all Medicare and Medicaid funding to any hospital that provided such care to minors. The retreat followed public backlash and formal opposition from the American Medical Association and the Children’s Hospital Association. Other pressure remained in place, including a separate bar on federal Medicaid reimbursement for transgender pediatric care and RFK Jr.’s move to redefine the standard of care.
